Purpose and Scope of Assignment

Under the Direction and control of the CEO, Project Manager is responsible for overall management of the “Construction of WCCL factory project” at Khasadrupchu for the project implementation/execution.


Project management and coordination responsibilities

·         Prepare activities or work break down structure of statement of work for the project.

·         Carry out project planning and activities scheduling using standard project software.


·         Prepare tender documents, complete tendering process from advertisement to award of work to the selected consultant.

·         Prepare/cross verify project costing in relation to local market condition.

·         Coordinate and liaise with the Contractor selected to execute the above project.

·         Overall responsibility in coordinating and ensuring the project deliverables are in accordance with the shareholders requirements and the master plan.

·         Act as a project focal person for all design related activities for the WCCL factory project.

·         Responsible to coordinate between Board, Management and the consultant/Contractor.

·         Maintain records for the project with regards to cost, time and quality of deliverables and ensure the outcome meets expectations of the DHI, WCCL Board and the Management.

·         Review and monitor consultant and contractor performance and ensure that the project is delivered on time and cost targets, at acceptable quality standards.

·         Provide guidance, and technical advice to the Board and the WCCL Management on both design and supervision aspects.

·         Provide quality assurance /quality control on designs, bid/contract document, bills of quantity, engineering estimates, claims etc. prepared by consultant firms.

·         Prepare activity reports and any other necessary reports and records for Board, Management and Government if required.

·         Provide timely and accurate reports to the DHI, the Board and the Management on developments and progress within the project and make presentation as and when needed to all stakeholders.


·         In close coordination with the CEO, monitor and advise on risks to project implementation and make recommendations for risk mitigation measures as required.

·         Assist the WCCL Management in preparing technical and financial reports, including analysis of statistical data and financial reports in coordination with CSD (Finance)


·         Ensure adherence to WCCL’s (DHI’s if any) guidelines, project management, procurement and financial rules and regulations.


·         Maintain accurate project filing systems covering all project activities (including contract agreements with implementing partners, monitoring and evaluation reports, and photographic evidence of outputs, among others.


·         Coordinate project procurement and logistics activities with administrative support personnel.


·         Support information dissemination activities and advocate for the project among key stakeholders.

·         Liaise with the Consultants/Contractors during project closeout report submission and acceptance.

·         Perform such other task related to project as may be assigned by the management.



Risk management functions

·         Carry out proper assessment of risks and issues of the project in advance

·         Propose mitigation measures of the risk or the issues identified.

·         Implement risk management measures / strategies accordingly after proper verification and necessary approvals.

·         Carry out change management as and when required by the situation.



Procurement functions

·         Carry out tendering, evaluation and award of work, goods, and service as appropriate.

·         Carry out contract administration of the project.



Monitoring and Progress Controls

·         Monitor the project and its activities through appropriate tracking methods such as MS project base line tracking, cost performance index, schedule performance index, s-curve methods, etc.

·         Timely and accurate reporting to DHI, WCCL Board and Management on project progress.

·         Timely administration of project agreements including budget adjustments, amendments and official correspondence with Consultant/Contractors and WCCL Board, DHI and the Management.

·         Development of harmonized monitoring, evaluation and reporting tools and procedures

·         Carryout of scope management through proper assessment of various inputs and outputs in relation to time and cost.


Qualification and Experience

a.      Education

                    i.            Minimum of Bachelor’s Degree in Civil Engineering.

                 ii.            Candidate who has been trained in Project Management shall be given preference.





b.     Work Experience

                    i.            Minimum 10 years of work experience in building and/or infrastructure construction & design.

                 ii.            Experience in preparing reports to donors and clients, and coordinating related tasks and projects

               iii.            Experience in monitoring, control and evaluation of projects or any other such projects in Bhutan or developing countries.

               iv.            Excellent command of both oral and written in English and Dzongkha.



c.       Key Competencies

                    i.            Good communication (verbal and written) and strong interpersonal skills and ability to work in a team.

                 ii.            Have excellent analytical, and writing skills

               iii.            Be results oriented and able to meet strict timelines for outputs

               iv.            Be a self-motivated, versatile and adaptable to different cultures and people

                  v.            Good working knowledge of MS Office applications (MS project, Word, Excel, PowerPoint), email/internet.

               vi.            Experience in providing assistance and support in evaluation and performance monitoring.

             vii.            Competent in the use of computers and standard computer software such as MS project or Prima Vera or equivalent.

          viii.            Knowledge on PRINCE2 or PMBOK will be of added advantage.



Salary and other benefits

A maximum salary of Nu. 100,000 per month inclusive of all the allowances. Negotiable based upon the qualification and experience.
